Business is already an organizational workspace rather than an individual subscription. Enterprise is the sales-led branch for controls, contractual commitments, larger rollouts, and operating support that the self-serve plan does not provide. Start by turning every security, identity, data, billing, and support requirement into a pass/fail condition. What both plans already cover
OpenAI's current Business documentation names Standard and Premium ChatGPT seats. Both include ChatGPT, ChatGPT Work, and Codex; Premium has a higher included allowance, described as five times Standard usage, and is not subject to the five-hour usage limit. Eligible activity beyond included limits can draw from a separately purchased Business workspace credit pool when spend controls permit it.
Enterprise uses a different seat structure. A Standard ChatGPT seat includes ChatGPT and Codex, while an Enterprise Codex seat is Codex-only and usage-based. The absence of a fixed per-user monthly charge for that Codex-only seat does not make its activity free: OpenAI says it requires workspace credits.
Core capability presence is not the clean dividing line. OpenAI documents eligible current models, Deep Research, image generation, apps that connect to internal tools, file analysis, and Codex across the organizational plans. Enterprise advertises a larger context window for some chat workloads, but model names, limits, rollout state, seat assignment, and workspace settings can change what a member actually sees. Verify the intended model and feature in the workspace rather than treating a marketing matrix as a permanent entitlement.
The word unlimited also needs a boundary. OpenAI labels everyday text chats and chat history as unlimited for both plans, but subjects usage to abuse guardrails, labels advanced model access as flexible, and allows credits to extend eligible access. Neither a Business seat nor an Enterprise contract should be budgeted as a stable, unlimited quota for Codex, Deep Research, image generation, or other costly features.
The self-serve Business boundary
OpenAI lists Business Standard seats at $25 per user per month on monthly billing or $20 per user per month when billed annually. Premium seats are $125 monthly or $100 per user per month when billed annually. Local currency can vary. A workspace must buy at least two Standard or Premium seats, and it can mix the two types.
New Business workspaces fit a current ceiling of 200 paid Standard and Premium seats; OpenAI notes that some older workspaces retain an earlier limit. New paid capacity is charged immediately on a prorated basis. Reductions take effect at the next billing cycle, and seats added to an annual plan remain committed through the current annual term. Removing a member frees a seat for reassignment but does not itself reduce the paid seat count.
Business is a card-led purchase. The self-serve billing documentation says it does not support invoice billing, bank transfer, wire, ACH, purchase orders, net terms, or split payments. Support also cannot convert that billing setup into invoicing. If one of those mechanisms is a procurement requirement, the buying path has already crossed into a contracted plan.
Business identity controls are stronger than a simple email invite. Workspace owners can verify domains and configure SAML or OIDC SSO. The boundary is lifecycle automation: standalone Business does not include SCIM, synchronized groups, or automatic directory provisioning, so membership and offboarding remain manually managed. Business admins can enable apps for the workspace, but Enterprise/Edu adds role-scoped app and plugin controls through RBAC.
Business provides usage visibility, an analytics-viewer role, and spend controls. That is not the same package as the Enterprise workspace analytics dashboard, SCIM-group breakdowns, Compliance Platform, or enterprise-wide role design. Buyers should map the exact report, export, or audit event they need instead of using analytics as one broad checkbox.
The sales-led Enterprise boundary
ChatGPT Enterprise is purchased at the organization level through OpenAI sales. The public pricing page says custom pricing and identifies both credit-based and token-based Enterprise pricing as available. It does not publish one universal Enterprise price, seat minimum, credit allocation, overage rate, or contract term. Those facts belong in the proposal, Order Form, and agreement.
Enterprise adds the controls that tend to turn a software trial into an IT program: SCIM provisioning, domain verification, RBAC and custom roles, Enterprise Key Management, Compliance Platform logs, IP allowlisting, workspace analytics, custom retention, role-scoped app administration, and expanded organizational administration. It also advertises 24/7 priority support, SLAs, custom legal terms, invoicing, volume discounts, ongoing account management, and access to AI advisors for eligible customers.
Those labels are not a blanket compliance or deployment guarantee. The buyer still needs to confirm which controls are enabled for the proposed tenant, which support benefits apply, what evidence is available, and what the contract says. Do not infer a certification, right to deploy a feature, or fixed retention window from the Enterprise name alone.
Enterprise model and usage access is also governed rather than static. Admins can control models and tools through workspace settings and RBAC. Flexible-pricing workspaces may use a shared credit pool, user or group limits, and contract overages; token-based agreements use the applicable rate card. The issued invoice and signed agreement, not a generic public rate, are the commercial source of truth.
Data, residency, and app boundaries
Both plans carry OpenAI's business-data commitment that workspace inputs and outputs are not used to train models by default, and both use encryption at rest and in transit. That shared baseline does not answer retention, residency, audit, or third-party-app questions.
Business residency needs an explicit pre-purchase check. A current Help Center article says storage-region selection for Business is rolling out gradually and is not available to every customer. It covers primary customer content stored at rest, not inference residency, and says specified safety and abuse-monitoring data remains in the United States. OpenAI's public Business-versus-Enterprise pricing comparison still marks Business data residency unavailable. Until those first-party surfaces agree, treat residency as unconfirmed unless the intended checkout and written terms show the required region.
For eligible Enterprise/Edu customers, OpenAI documents data residency in ten storage-at-rest regions and inference residency in a smaller supported subset. The scope is not all processing: authentication, routing, analytics, CPU work, metadata, and data sent to external apps or web providers can remain outside the selected region. Some features are unavailable under residency configurations. A residency requirement therefore needs a workload-by-workload review, not just a region name in a proposal.
Retention has the same scope problem. Enterprise supports a configured workspace retention policy, while Business follows its standard product retention behavior. Exact handling can differ for chats, files, projects, GPTs, deleted content, and removed members, with legal or security exceptions. Put the required retention behavior in the security checklist and contract rather than publishing one period as universal.
Apps, plugins, and older connector terminology also require a data-flow review. Business can govern workspace availability; Enterprise can add role-based access. Once information is sent to an external provider, that provider's permissions, storage, processing, residency, and retention terms apply. Enterprise controls reduce administration risk, but they do not replace vendor-by-vendor approval.
Final buying checks
Before committing, require written answers to these questions:
- Can the organization pay by card under standard Business Terms, or does it require an invoice, purchase order, negotiated legal terms, or an SLA?
- Is SSO enough, or must SCIM automatically provision and deprovision users and synchronize groups?
- Does the security design require RBAC, EKM, IP allowlisting, Compliance Platform logs, custom retention, or a custom security review?
- Does a storage or inference location apply to every intended feature, including Codex, Deep Research, image generation, apps, and web access?
- Which seat types, models, context windows, included limits, credits, overages, spend caps, analytics exports, and support paths appear in the actual workspace or proposal?
- Is API Platform access part of the project? ChatGPT workspace membership and API organization membership are separate, so confirm billing and administration independently.
- What Enterprise price, minimum commitment, term, support entitlement, data term, and regional-processing condition appears in the Order Form?

Start Enterprise procurement when even one launch-blocking requirement lives behind sales or the contract.
